My favorite time to fish when all the other people have put the rods up. Lipless crank, wind from the southwest and my favorite cold water lake always produces some fish.  My method is to take 7ft MH fast action rods with 20lb floroclear line, cotton cordell lipless cranks and just toss it out and let it drop to the bottom and rip it. Generally on the drop the fish grab and you know it when you rip it. Even though we had some cold temps before this day the fish where only 3-6 feet from the bank. The wind was blowing about 30 MPH this day which really gets the bank muddied up. I may try again this weekend if it warms up a bit. This was on thanksgiving weekend.
